What a RUC is for

Your tax ID

The RUC is your taxpayer number with the DNIT, Paraguay's tax authority (formerly the SET). You can register once you have your cédula.

Banking

Paraguayan banks ask for a cédula before they open an account. Practitioners say about six months of RUC filings is what moves a basic account to a fuller one. A bank can still say no.

Permanent residency later

When you apply for permanent residency, Migraciones checks your documents against the profession you declared for temporary residency (DNM Resolution 407/2026). One practitioner says your constancia de RUC is the easiest way to show that profession.

A tax residency certificate

You can ask the DNIT for a tax residency certificate. With a RUC, it must be active and up to date; without one, you apply with your ID and a record of your entries and exits. Practitioners report the DNIT sometimes asks for more.

Paraguay taxes income by source, and for work that means where you do the work. Paraguay generally does not tax income from work done entirely outside Paraguay for a client who isn't a Paraguayan taxpayer. Work done outside Paraguay for a Paraguayan taxpayer (a company or person who pays IRE or IRP) can still count as Paraguayan income (Ley 6380/2019, Art. 48, numeral 3). Work you do in Paraguay pays personal income tax of up to 10% plus 10% VAT (Ley 6380/2019). A RUC or a certificate doesn't by itself end your tax residency at home.

RUC registration

  • Your RUC number, issued by the DNIT
  • In person at the DNIT, with us
  • Needs your cédula
  • Starts the filing history banks look at
  • +$50 on top of the cost; the DNIT publishes no registration fee

Tax residency certificate

  • Issued by the DNIT

  • We request it with your active, up-to-date RUC
  • +$50 on top of the cost; General Resolution 65/2020 sets no DNIT fee

Certificado de movimiento migratorio

  • Migraciones' record of your entries and exits
  • You need it for a tax residency certificate if you have no RUC
  • Migraciones also issues it online; we can get it for you

How it works

Four steps from your cédula to an active RUC.

  1. Get your cédula first

You can register a RUC once you have your cédula. Add the RUC to your list with your residency and we plan both.

  2. In person

You come to the DNIT in Asunción with us. Our fee is $50 on top of the cost, and the DNIT publishes no registration fee.

  3. Registration

We register your RUC with the DNIT, Paraguay's tax authority (formerly the SET).

  4. Keep it active

An active RUC needs a VAT return every month, even at zero, and an income-tax return each March. Ask us about monthly filings.

You need your cédula first

A RUC needs your cédula, the ID card Paraguay gives residents. Adding the RUC to your list with your residency means one plan and one set of appointments.

Good to know

Filing at zero keeps your RUC active. It does not show the turnover that the self-employed and professional categories of DNM Resolution 407/2026 require for permanent residency. Other categories use different documents, and Migraciones can deny the application.
